Could someone explain what this is and if its legit? Someone is selling one of these on my craigslist. Thanks!

It's one of many fuel saving scams save your money. If you look around the site you will find a couple of posts about these scams. There is no magic stuff to save fuel... except your driving habits.

If it really worked, wouldn't car manufacturers have them installed on all gasoline cars?

absolutely, it is important that before we start throwing parts at our cars, that we at least recognize the millions of dollers in reasearch and design put into a car before production, facts are that without huge, very costly, carefully designed "upgrades", you cannot really one up the manufacturer, that is not to say you cannot make your car faster, but there is always trade offs.

especially in todays world, if anything could be cost effecively done to increase gas milage in an automakers line of cars, they would have done it, this tornado thing has been around for as long as the "magnetic fuel line clamp", the only thing there good for is a nice laugh

Yea I had one on my integra. Didn't know the previous owner had it put in but yea it did nothing but obstruct the air flow

FWIW, the FCC is/has been going after the manufacturer of this for false advertising claims. Same with that Slick 50 garbage in the 1990's.

Perhaps the best place to turn for advice on this is the EPA test reports, which you can find at U.S. Environmental Protection Agency - (for example, http://www.epa.gov/otaq/consumer/devicefs.pdf ). The EPA is charged with testing these things, and, if anything, they would have a bias towards seeing them work (though I doubt they have much of a bias any which way). Whatever, they certainly couldn't be as biased as the people trying to sell you something. As I remember, only one tested item has shown any change at all, and that could be an anomalous error. I haven't done any testing myself, but I would be seriously inclined to trust that, indeed, the Tornado is a worse-than-worthless addition.

Just as a side note, when I was in school I was curious about what difference if any the tornado would have in power output. In before and after on an integra ls there was a 2 hp increase with it in. We did 2 dyno runs with it out and 2 with it in and both times there was a 2 hp increase. Go figure.
