Electric charger @ electricchargers.com adds 30 hp, is it truE?

I found a website that sells an electric charger that is according to them adds 30hp when installed with a k&N air filter..
The site is electricchargers.com
Does anyonE know about thiS, or anyone have tried this?
They said it fits to all cars, you just have to specify your car's detaiLs.
It's so convincing because it cost less than $100 and what's another interesting thing about it is that the electric charger has a toggle switch so you can turn it on whenever necessarY.
is it saFE?
