possible scangauge trouble?

The car:
08 auto
70,xxx miles
K&n air filter
No other mods
87 octane
Fresh plugs and coils
All other maintenance up to date.

The problem:

My scangauge II is consistently giving me an average of 22 mph per trip. The trip is 14 miles approx 70/30 highway/city. Even with hypermiling and keeping my foot out of it as much as possible, I can't get above 24.

This to me seem extremely low considering everyone here seems to be pulling a minimum of 29 with a stock setup.

Could I possibly have set the scangauge up wrong? It is set up per the manual. Or could something be wrong with the car?

Random scangauge numbers I thought may help:
Idle throttle position: Approx. 15
Cruising throttle position: approx 21 with a mpg average of 29
Need anymore info let me know.
Thanks for your help.

mph or mpg? Is it possible you're reading trip average miles per hour but thinking of miles per gallon?
