HIDs shoudl always be ran with a relay harness. at turn on they draw more than the 35w current they advertise...enough to possibly melt the wiring harness in your car.

if you dont feel like doing a relay harness, make sure all your connections are soldered together and any plugs are tight and then wrapped in tape. also, mount the ballast in a place that is mostly dry and wont have water dripping on it from above.

if you continue to have problems, you might want to get OEM ballasts from a car that comes with HIDs from the factory. ive never had good luck with and aftermarket or ebay hid kits. they always seem to flicker or just not turn on...and by the time you replace the ballasts or bulbs that you think might be the problem, you mind as well just of spent the money in the first place to get quality ballasts that will outlast the car.
