That has to be all kinds of illegal and I imagine the liability exposure as a landlord is incredible.
But
Its a rationale response, a symptom if you will, of a very broken housing market. These cities have to expand up, like most large cities, or out with effective transit. But they've reached the extent of the "out" option given current technologies and they refuse to consider allowing denser housing. So yeah.
