If you go through some old areas that haven't been redeveloped since the 1920's or 30's you can see an old solution.
People used to live above and behind their businesses/shops. There are still a few of these around here on the west coast, though mostly they're expensive lofts above shops now.
I suppose it doesn't fit the way we live anymore, but the way we live can be changed.
