This change wanted is kinda like trying to lead a bull around. To properly lead a bull around, you have to have the ring in the nose, or the changes introduced in the article. But then you need the spanking in the butt or push. Which is absent in the article. But it's not the fault of the businesses introducing the change, the "ring pullers". The spanking part is needed by the government and corporations involved in this part of the chain. Make driving solo MORE expensive and difficult and there would be change.

If I was able to change things in the government side of this I would approach this much like Shoup views parking. It's based on supply and demand. Demand is high and cost will be high. Low and cost will be low.
