Yes, you can see who did it in the same place your positive rep can be found.

You can see the rep go down, but I don't know if the person can tell exactly WHO negged them unless you specifically tell them, like, "-1 for you, a-hole." or some such. When the person is new and they don't have any rep yet, their rep will go red if you neg. them.

 

yeah if you get negged it says who did it.
in your "recent rep" instead of a green tic tac next to who gave you the rep, it will be red.

and yes, if your rep power is over 100 (maybe 50) you can push a n00b into the red.
