97 honda civic a/c problems

okay well i have a 1997 honda civic dx 2 dr coupe and none of the a/c
buttons work except the rear defroster. the fan under the hood works and
it keeps running even when the car is off and key is still in the
ignition. I tried to changed the fuse(i noticed it was blown) and the a/c
kick on. it stayed on for about 15 minutes and then blew the new fuse. i
have tried a 15 and 20 fuse and it doesnt seem to matter. please help me i
have no a/c i live in florida and on top of all that im using vice grips
for my window handles.

Is the key in the ignition and in the *off* position when the fan runs ?
(if in the *on* position then the fan should run ((if the fan switch is
on))) anyway just a shade tree here but bad ground or low A/C charge ?
