That's a JDM 1.4 L version that Edmunds tested, and that isn't what is going to be commercially available in North America. The NA Cube will have at a minimum 1.5 L engine (109 HP JIS) or a 1.8 L that is the same as the Versa's. The Cube's gross weight is nearly identical to the current (new) Fit's, and the HR15DE engine (if that's what Nissan ultimately chooses) has a better low-end torque than the Fit's L15A (though L15A is a lot funner engine to rev).

According to the article Nissan has been making it since 1998 in Japan. So.. I guess we see where Toyota/Scion got their inspiration for the xB!

The poor gas mileage is typical of European and Japanese cars which are designed to operate at low city speeds. They get a great mileage in the designed-for environment, but get a terrible one at higher speeds because you have to floor them. A 1.4 L Cube with CVT can easily achieve above 30 MPG in pure city driving.
An even better example of cars that must fit in the grooves to do well are the kei cars in Japan. They can get 45 MPG in town, and get 25 on highway because they are not designed for the latter.
