A (semi-locked) DIY forum.
I'm very tired of scrolling past a dozen stickies in every sub-forum . . . can we create a DIY forum where most of them could be retired to? New threads wouldn't be allowed, only completed DIY's could be moved there by moderators. But individual DIY threads wouldn't be locked, allowing for further questions, advice, updates, etc.

It is important that any "Sticky" in a sub-forum be pertinent to that sub-forum. I agree that the DIY forums are a bit out of control.
I would suggest a "TECH TIP" section to house the valuable "Stickies" and other contributions covering routine maintenance procedures. This is going to mean ADMIN makes decisions on set-up and moderators do their best to manage. Much of this type of info should be locked, forcing user to go out and ask informed questions in the appropriate forum if they need more.
Also - members who know the forums should be doing their best to direct users where to find information as opposed to answering the question all over again. Users should also be encouraged to search for answers. Too much hand feeding and off topic banter goes on now and again. Just watch
