Yes, that is "normal" for the deflector to sit 1/2" higher than the "rubber bumpons". Under normal conditions (100 mph on the freeway), the deflector will never touch the hood even without the bumpons. The bumpons are there as extra insurance that the deflector CANNOT touch the hood.
