Bought new HIDs & need some pointers on installing them

I bought some HIDs & i was told it was plug & play but when I installed one of them it just blinked & when i did both they wouldnt turn on..... need some pointers on what i can do 2 make them work.....thanks

They're non-name brand... i got them off of ebay...ALL IT SAID WAS XENON HID HEADLIGHTS H4....

ITS COO..... PEOPLE HAVE TOLD ME IT MIGHT BE A BAD GROUND & I WAS ALSO TOLD IT MIGHT BE A SENSOR THAT IT'S NOT LETTING IT WORK...
