Even w/ AC off, compressor kicking on/off rapidly

Even w/ AC off, compressor kicking on/off rapidly

2007 Fit; Recently replaced my factory compressor and condenser due to a leaky compressor and failed compressor clutch. A/C now blows ice cold and all things seem great while it is on but whenever I turn off either the fan (to zero) or press the A/C button OFF the compressor clutch starts short cycling like crazy. The clutch clicks on and off every second and I can hear the condenser fan pulsing at the same rate. I checked both relays and they are fine. Does anyone have an idea what could be causing this? The system was refilled with 14oz of refrigerant.
Could there be air in the system? Maybe a bad pressure sensor?
It seems odd it does this when the compressor is off and leads me to believe it is an electrical issue.

Check the following items
1) Incorrectly wired thermal protection switch on the compressor (grounded blue-white or white-blue wire(s)
2) A/C switch

Thanks for the suggestions, the original compressor was doing the same thing (albeit without the clutch engagement sound- fan pulsed just the same) so I don't think it is the compressor wiring. I did just order a new A/C switch and will report back after I receive and install it
