Honda remote programming

I have an 03 Honda Jazz, and the door key latches are wearing out. At the suggestion of a mobile key repairer, I bought a used remote off Ebay and have unsuccessfully tried to programme it. I talked to the parts department at the local Honda dealer, and they've told me that even though I have an immobilizer, the remote can't be programmed to it. They say I need to buy an alarm system (£400) for the remote to work. Is this true? Or are they having me on? If the remote should work as is, does anyone have a link to the best instructions for programming it?
