Rpm limiter issue

hey guys,
I've a fit 03. I converted it to manual(original gear box).
Initially it was auto. The prblem is, my rpm i limited to 4000.
What wrong with it ?

Did you change the ECU (aka PCM) to a Manual along with the trans?
