Another late post.

My question: the joint between the rear bumper and the rear fender is not snapping into place. Is this because the plastic piece on the inside is broken or because it require a pop clip like the wheel well liners to stay in place?

No, I do not know what I'm doing. No, I'm not going to take it in.
