Rear Bumper Clip to Quarter Panel

Rear Bumper Clip to Quarter Panel
Hi guys
I was looking at our Fit the other day, and noticed that the corner of the rear bumper that is closest to the wheel well (the pointy part) is disconnected from the quarter panel.
The oval hole that would attach to what I believe is like a mounting rail kind of clip has broken, leaving it looking C shaped.
I read this thread about rear bumper removal: https://www.fitfreak.net/forums/1st-...ar-bumper.html
I have the following picture where I've circled the hole that is broken. It seems as though the rail marked 2 should be attached to the vehicle and the bumper will mount to it. The other circles on the bumper seem to clip into strange clips on this rail, but the circle that is broken just kinda slides in to a slot, there really isn't a clip there to mount it to. Unless the bolt holding the rail on the car goes through that hole in the bumper and attaches to the car.
I have yet to really get in there, remove the wheel, wash everything out a bit, and really have a good look at it. Just wondering if anyone has dealt with this in the past? I'm hoping if the rail mounts to the car and clips to the bumper, maybe I can just epoxy the broken bumper clip onto the rail in that place? And then in the future if I need to remove the bumper, I will have to remove the clip rail on that side? It is the driver's side, not like that really matters.
