Factory antenna to aftermarket radio

Factory antenna to aftermarket radio
I noticed the antenna adapter to fit an aftermarket radio has a blue wire too. I assume this is the "power antenna" lead. Is it needed? It looks like the wire is present on the factory antenna, but is it really powered?
