Starting troubles

My car was working fine yesterday, but now it’s not wanting to start. The battery had 11.8 volts and even jumping it didn’t help. And my battery is fairly new. It’s making a clicking sound but not just one click, it’s several clicks. Quick clicks.
we thought it was the starter because the battery had that high of a voltage but now we’re thinking it is the battery because the battery normally has 12 volts or even 13. Help?

Either something is being left on and draining, your battery is defective or it's a charge issue

If it's a top post battery, clean off the top of it. Electrolyte can get on there and actually short across the plastic. Also check to see if the ground connection is clean and tight-bad grounds can cause all kinds of problems. If it's not a sealed battery, it may need more distilled water in the cells. How old is the battery?
