Seat belts different - driver vs passenger

Just took delivery today and noticed that the front seat belts are anchored differently.

The driver's side is bolted to the body while the passenger's side is attached to the seat frame.

Any reason why? I like the passenger's side better since I wouldn't have to reach as far back to grab the belt. Perhaps these are the same seats as RHD cars where the driver on the right side gets the better setup, and Honda just used the same parts for LHD cars to save money.

This appears a tad unfinished. Looks like it could use a cover or something. Ideally, it should be the same as the passenger's side.

wow i never even noticed that. shows how much i ride shotty in my own car.

I would assume it has something to do with the passenger position, size, weight sensing junk which controls the passenger's airbag.
