Mounting of License Plate

I finally got my plates from the dealer and I have yet to mount my front license plate bracket. Has anyone figured out a way to mount this without drilling into the front of the bumper?

My plan is just to use the two bolt holes on the lower part of the bumper--the lower mount on the bracket. If I just use this lower part is the upper part going to rattle against the bumper? If so it will probably leave marks or wear the paint away. To fix this I was thinking about buying some weather stripping and adding it to the top part of the license plate so it would have a soft material to rest against the paint.

Does anyone have a better suggestion? Has anyone tried to just use the bottom holes and found it to be satisfactory?

My car came from the dealer with a front license plate bracket. The holder is designed to only use 2-3 holes on the underside of the bumper. No rattling, rubbing or anything. I took it off so you can have it if you want to pay shipping (from SC). It's made by Honda.
