There are two ways to physically locate a cell phone, Network Triangulation and GPS. Network triangulation uses the known LAT/LONG of the base stations nearest to the phone and one or more radiolocation methods. GPS uses at a minimum four satellites (3 for space, 1 for time) to provide postition. They both use advanced calculations based on the known principles of radio waves.
Google is a helpful tool, but sometimes people misinterpret what is being said. I took a quick glance at some of the sites you provided via search and found that most of them dealt with FCC mandates for companies to provide 911 location data. This data can be attained through the two methods i mentioned above. There is no actual e911 chip, unless you're thinking of the GPS reciever. Wiki provides a decent outline for the Enahanced 911 Service.
In my case, since the phone doesn't have a GPS Receiver, Tmobile would use network triangulation to locate the phone.
Of note, With Verizon, you can swap phones using your online account so if you had one of your old cell phones in the car and the car was stolen, I believe you could just log into your VZW account, swap back in the old phone, and Voila... Begin tracking. You'll just want to store the IME/ESN/... numbers outside of the car so you can do this. (Can't remember if that info is stored online or not). This method would cost you nothing at all as you are using your current cell phone plan and and old phone you already own.
hmmmm something to consider with My old E815... or when I upgrade, my Samsung omnia.

You should make a kit and sell it to high theft rate vehicles like escalade owners. These imobilizer equipped vehicles are extremely difficult to steal with anything but a flat bed truck. When there is a theft of an immobilizer equipped vehicle, the first thing our adjusters do is check for fraud because it's more likely the insured is trying to scam us than the vehicle was actually stolen.

Thanks. I did it to assist in vehicle recovery and to possibly catch the thieves with the vehicle. As a DIY, the cost over the last 21 months has been $110. If I take it out to the expiration of minutes, the cost is 3$/month.
