Yeah, it's kind of tricky. Once I removed the bumper mounting screw, I found it helpful to remove 2 of the expander clips inside the wheel well to sort of loosen up the wheel well liner. You can then move the liner around a bit to give yourself more room. Once I had the washers close, I lined them up with a scribe inserted up through the hole for the mounting screw to get the proper alignment. Kinda hard to explain, hope that helped...

Yeah, for some reason that forward most expander clip in the wheel well has a threaded metal stud, but your right, it doesn't thread. Serves no purpose that I can see. Just treat it like a typical expander clip and it will pop right out. All the other clips in wheel well are the typical expanders.

Thanks Jimbob, figured it out now... got that clip out like you said... you pry out the center piece first, and it pops. Then you remove the outer piece of the clip (once the center pin is out).
EDIT: All done... had to add 1 spacer on one side, and 2 spacers on the other... I used touch-up paint to cover the chiped area, and all seems fine now. The washer you want is the one that Lowes carries, because Home Depot has only larger washers that are too thick *and* too large in outer diameter.
The Lowes part is HILLMAN Nylon Flat Washer 1/4" H#881545, UPC code 0 08236 71936 9

I can't believe they gave that shit back to you like this. I use to work at a body shop, if the paint wasn't right it didn't leave the shop till it WAS right. It's called taking pride in your work.
