According to the part I linked in #15 it is a fully functional replacement part. It is aftermarket though.

 

I received the part and was able to replace the mirror. It went pretty much by the video and the $50 complete mirror works fine and looks identical except it is missing the objects may be closer than they appear warning on the glass. Unfortunately I cracked the corner garnish that goes over the mirror bolts. I have no idea how I could have gotten it off without breaking it off the video glossed that part over. Fortunately it is just another $13 shipped.

I confirmed the old mirror was ok just missing the skull cap and needs new glass. I'll save it.
