New owner with a question about seatbelts

I recently picked up a 2010 Fit sport.
There is a small cut in the original front passenger seatbelt which I need to replace / fix.

I found a used one in a junkyard and it finally arrived.
The seat mechanism is locked up I guess due to the frontal impact that the parted out Fit was involved in.

Is there any way of fixing this myself?

Thanks for the video link.
That's alot of work to get it going!
I was told that since the airbags did not go off, the belt is not locked but would have to be installed in the car for it to work.
Going to try this route first...

Update!
I finally got around to installing the 'locked' seatbelt in my Fit and guess what? It works!

I never knew a seatbelt will not pull out of the housing when it is not installed in a car...
