Progress Suspension Question

So! Let me explain something really quick before I ask my question. I live in Hawaii and we have a thing called a reconstruction permit for cars that are changed from stock (primarily suspension changes and custom fabrication) to qualify for a "recon" permit the state has to inspect your car and you have to pay 15 dollars. I plan on lowering my 2012 Fit with the Progress Suspension lowering springs. What's involved in the inspection for lowered cars is the car has to have 1 inch of upwards and downwards suspension travel (they just push down and pull up on the car) and also they need a printout of your car's alignment to show that everything is within factory specifications. My question is, with the Progress lowering springs will I have enough suspension travel and will I still be within factory specifications without having to buy a camber kit? I believe the springs only lower the car about an inch.
