You mentioned it was -20c in your original post, so I thought my experience would be relevant

I don't drive very often right now, due to the lockdown, it's basically just weekly shopping and occasionally taking something to my parents. Plus with two cars, I have to swap between them to give them some exercise. I do make sure I drive far enough to warm the them up and charge the batteries though.

The cost of the block heater and installation is tacked onto the list price of the car. You pay for it, along with a lot of other crap the dealer slaps on any new car arriving at his lot.
On the other hand, if they bundled it in, the addd cost to the buyer is probably much lower than retail. Like for example, you used to get a charger and cable with the phone. Sure the cost was included in the price, but it was probably only a few bucks. Now if you want to buy a charger, Apple will sell you a crappy one for $20 and a cable for another $20. Depends on your specific stealerships, of course, so YMMV.

True but I don't think they're allowed to bundle it in because the basic car costs are set by the manufacturer whereas the block heater is a dealer installed option, not part of the manufacturer's cost structure and as such has to be listed separately with other dealer options.

If a manufacturer would set the car price here in Finland, it would be called an illegal trust. Manufacturer may have a recommended retail price, but dealer has to have freedom to sell at any price they like and include any options they like. Usually they minimize the extras to get price as low as possible. If I had bought my car from a Finnish dealer, there would have been rubber floor mats included. Everything else has a separate, ridiculously high price. Like block heater 420 € (500 USD or 640 CAD) installed.
