High pressure fuel pump

Trying to replace the high pressure fuel pump on a 2015 FIT. The two allen head bolts that hold it on are insanely tight. #1 cylinder is at BTC at directed. I don't want to strip these bolts. What am I missing?

They came out. But it took an extractor with a breaker bar and a pipe! This is not a typical Honda problem which is what confused and worried me.
