Windows Tinted on EX Model?
Depends on your definition of tinted. Dark in the rear like SUVs and minivans today? No. Darker than clear, yes. In fact, the earlier Fits were listed as coming with tinted glass. The Visible Light Transmission of our EX's windows was in the neighborhood of 75-80%. That's something you need to consider when selecting tint film to meet a state's minimum VLT requirement. The factory 75% tint times 70% film just exceeds Ohio's requirement for 50% VLT on front side windows.

Except for strippers (base models), most vehicles have come with tinted glass for years.
When he first reads the film alone he is reading it with the release layer attached. No wonder the reading is a bit higher after the layer is removed!
Second, the small meter is designed for law enforcement so the engineers likely designed it to read a bit high to avoid a flood of lawsuits if it was found that the meter was reading too low.
Index of refraction is meaningless unless the light hits the air/film/glass interface at an angle. No matter what the index is, the light will go straight through if it hits the glass perpendicular.

But it would not have been the case if the factory tint on the back windows was the same as on the front windows, as is the case on most cars. Why it isn't listed for 2015 models, I don't know.

Once we had the windows in our 2015 tinted with the 55% ceramic tint, all windows look the same, both side and back (the windshield looks lighter). Using your example of cars coming from the factory with 75% tint (privacy glass), and our 55% add-on film, I'm now concerned that our car might be below the Tennessee legal limit of 35%, even though our invoice from the tint shop certifies our tint is legal, based on the installation of 55% film.
Because we selected a lighter 55% film, we might still be ok, but what about all those people who select the more popular 35% ?
Sounds like with 55% film, even on the factory tinted glass, you're legal in Tennessee. Running with less is like driving with a burned out headlight or tail light--probably never gonna get stopped, but justification for that happening.
It seems to me factory dark "privacy glass" (i.e. 20%) on rear windows, which creates the two-tone look on the sides, got popular 25 years or so ago on minivans, then spread to SUVs, and even to pickup trucks. Our SuperCab has it on the back side and rear windows. The closer to old Coca-Cola bottle factory "tinted glass" (i.e. 79-80%) was available on all windows at least as far back as the fifties... that I recall.
I had our 1989 2-door Escort rear side and hatch windows tint-filmed 20% (resulting in about 15%) to keep the sun off the kids, and our 1990 Plymouth minivan had the factory dark 20% "privacy glass" on middle and rear windows, with the 75-80% factory "tinted glass" on the front.
I wanted that two-tone factory look on the Fit--but I didn't quite get it. Even with 75% x 20% = 15% ceramic on the rear, the 75% x 70% = 52.5% ceramic front, which is obviously lighter than the rear, still looks darker than factory and is obviously tint-filmed. But a cop can see the people up front, so it's not likely we'd be measured--at least considering all the cars running around here with 20% and limo tint (5%) on the front.

In California a lot of cars have "2-tone" tint since we are restricted in what we can have on the front side windows. Full tint gets you pulled over and a fix-it ticket. Being able to see a contrast front/rear makes it more difficult to determine if the front tint is too dark so most cops won't bother.
I really think that Honda should supply rear tint as standard. It doesn't cost any more and it makes their cars look better, as shown by the fact that all of their show and photo cars have been tinted!
