Oily in the EGR ports?

I have an 08 Sport with 116K on it. Today I decided to remove the intake manifold and clean out the EGR (I was bored and I know some Hondas have issues). I noticed that the EGR area was really oily when I removed the manifold. Is this normal? I removed the valve and it was carbony as expected. as I looked into the groove in the head, it was gooey with carbon and caked on oil. It was just as oilt and nasty in the intake manifold and fairly nasty in the intake ports. The only thing I can think of is the PCV valve that connects to the back side... but it didn't look oily at all. The tube was fine too. Where does the hole in that EGR groove lead to?

Not my pic, but for visual reference:
