The filter looks like Greddy. Or a Greddy look-a-like.

Bingo!

Aside from the crappy filter, intake piping is probably fine. Looks like someone is just trying some DIY insulation, which could be done much better.

Greddy's filter seems fine imo. its not a foam per say, but more of a sponge. it has several layers of filter elements. each layer, a different kind of sponge. My greddy (official) filter has done its job fairly well vs. cotton gauze type filters. When i clean it, i rinse it like a sponge. the outside was pretty dirty but the innards of the pipe and filter is squeaky clean, unlike the time i used K&N's filter.

when you clean cotton gauze type filters, their filtering ability is weakened and pores are opened up. Some use the filter cleaning kits, but they overspray on the filter oil. This oil in turn traps dirt, but gets heavy and goes into the intake charge, clogging up your idle air control valve. Its best to get a new filter altogether. not that expensive anyways.

Amsoil also has these sponge/foam type of filters in their lineup.

true true, the (real) Greddy ones are good they have a few layers, but the fake imataion ones are only one type of foam and they suck.
I used to use K&N filters on my other car, but one day i took out to clean it , and held it up to the sun and i could see right through it, then i went back to fram.
