OEM Lips and side skirts

I have a Base 08. I really want the Sport Lips and side skirts. Can I just buy the Lips and skirts? Or do I have to change out the whole bumper? Dealer told me that I have to change out the whole bumper.

You should be able to bolt it right up. I think Ray had a base bumper with a sport lip at one time.
