Downstream Oxygen Sensor Issue

I have a 2013 honda fit
Been having an O2 sensor issue, bank 1 sensor 2.
The sensor reads 10 ohms on the heater (unplugged), the ports from the car for the heater have 14V and ground, but when I connect the sensor and have wires between them to measure them, I'm seeing 14V on both ends.
My live data reads 1.250V most the time, sometimes 0V.
I know the sensor is fine, but I've replaced it as well, and had the ECM swapped for a different used one from ebay.
