replacing bolts when upgrading struts/shocks

Hey gang. Got a good one here. The official 2008 Honda fit service manual states that all strut/shock retaining bolts, nuts and the clips on the abs lines for the struts be replaced. Is this really necessary or extreme overkill. I had been a government mechanic for many years and we never replaced any suspension bolts, nuts, etc. unless damaged, corroded or stripped.

Just sounds like overkill to me, but you never know what Honda is thinking.

No need. Unless they are in pretty bad shape. I saw reuse them.
