I have not taken the time to look at out cars yet. But with all other cars I have owned, there in a Cat in the Header with an O2 sensor before and after that reads the efficiency of the Cat. Once you remove it depending on the setup the O2 sensor will trip a CEL.

There are usually fixes for this that may or may not be included with the header. This is especially true with Emissions conscience cars. I will take a closer look today after I get off of work.

I guess part of my question is: "Does this remove a Pre-Cat of any kind?"

Its a shorty header. It attaches to the OEM downpipe and cat. It doesnt remove it.
We only have one cat also. The CEL will not get thrown.

I offered to buy this header from DME a while back. They never got back to me.
*shrugs*

Alright makes it easier. With my 07 Eclipse GT there were a total of 3 Cats. One main in the mid pipe and 2 others one in each header before it attached to the down pipe. That is why I asked. In the eclipse you get a CEL when you install them, but you also get 30+ HP due to the removal of the restrictive cats.
