Rim Restore HELP!

Hello,

I bought these used rims and need your help to restore them to or close to its original look. I know i can bring them to a rim shop but if possible i would like to try it myself.

so i am not worried about curb rash at the moment. i am more worried about:
1) in this pic. i was told some paint spots got on it.
How can i remove the spots without damaging/ruining the original paint? if at all possible...

2) in these pics. its either the clear coat chipping or the wheel has some oxidation.
How can i remove or clean this up?

now i know i might be getting pretty picky with this last pic. but like anyone i just want them to look perfect (and yes i know, i could have just bought new ones if i wanted perfect but these were dirt cheap)
3) in this pic. it might be hard to see but theres this very rough black stuff that i tried to clean/scrub off for the life of me and it wouldnt budge.
so last question how do i clean this off?

so anyone who has restored there rims and have some advice/techniques please let me know how to fix this problem!
SORRY IF THE QUALITY ISNT GOOD.

I have tried everything so...i ended up taking them to a shop to get the machined and painted but they ended up only straightening them and also burned the stock paint. So now i have to get them repainted and i know a guy who can powder coat them but i need to kno if these wheels can handle it or will it ruin its integrity?

not a good idea to powdercoat... unless this is high quality wheels... there is a company in quebec that bounds the paint to the wheels with electro-magnetized paint and then bakes the paint, but at lower temperatures than powder coating... they do this for 20$ each and offer almost 50 colors!!! so maybe you should look at something similar... oh btw they also sand blast before...
