And aren't track cars essentially garage queens? I know mine is.
I believe that eliminating the drag imposed by the rear bumper would improve fuel mileage and acceleration at highway speeds when passing slower moving traffic... I am very sure I would benefit from having a functional diffuser on my car.

Probably not many, but how many track cars that benefit from a diffuser drive on the track faster than the fit is capable of? i agree the fit is slow...i think that everyone here can agree on that, but a diffuser is for airflow and if a car is moving, it has it. Although it may take a fit longer to get to speed than most track cars, thats not to say the fit is too slow to benefit from a diffuser.
