where to spend $ first

You are certainly NOT going to shave any time off of your quarter mile with exterior / interior upgrades, but they do add character.

I've been through that I/H/E setup, and for the money it's not worth it... I've come to realize that this car is slow, and will stay slow.. I'm certainly LOVING the gas mileage though... perhaps down the road when my warranty is up I'll think about a K20 swap... but that'll be a LONG time from now... I don't really want my car to stand out.. just wanna keep it clean, and fun to drive

drop it! but dont just get springs, you'll eventually have to replace the stock shocks. Get a full coilover setup. The best street, non-adjustable coilovers i'd get is the Mugen Sport suspension. Its probably the most streetable setup compared to adjustables.

Rear sway will also help. Suspension mods are always the better bang for buck, over basic bolt-on engine mods. Eventually, if/when u get rims, be sure to slap on some good tires with it. The handling difference is amazing.

Do you have experience or know someone that does with the Mugen Sports Suspension? I put a deposit on a set actually, but have also heard that they're not so great... I didn't think I would hear anything negative about those Mugen's...

I will be getting rims, but probably not until next spring ... and ya.. I used to own a performance shop, and did a lot of rims so I know how important tires are..
