CARB Legal/Exempt

Can we get a list going of current aftermarket products for the Fit that already have CARB legal/exempt status? I have tried looking up this info, but it's been difficult to find. So far the only product that I think has this is the HKS turbo kit. If you know of a product please post it's executive order number, thanks.

HKS Turbo Kit E.O.# D-186-27

CARB Exempt status only affects after-market intake systems. And, BTW, there are none that have EXEMPT stickers for CA buyers (so far). Exhaust systems do not matter. Smog inspection stations in CA will refuse to do a smog test if the intake is non-stock (this applies to turbo and supercharger systems also) unless there is a CARB Exempt sticker or back-up certificate. CARB stands for California Air Resources Board, and it only affects cars in CA.

Exhaust systems don't matter. As long as you have a tailpipe for him to stick in the sensor, the smog tech. won't care whose muffler you are wearing. You won't pass the smog test if you have deleted your cat.

Actually CARB exempt status applies to anything that is before the Catalytic converter.

the best way is to get the information from HKS or authorized dealer, shoot them an email and ask for it

Here you go. Directly from the State of California:

Database: Aftermarket Parts Database of Executive Orders

Do a Control+F to search within a results page to find what you are looking for.

Here's the HKS turbo kit exemption order pdf (the only Fit turbo kit with an EO that I could find):

HKS

EO: D-186-27

2007 and 2008 model year Honda Fits with a 1.5L engine.

The HKS Bolt-On Turbo Kit consists of a Garrett T25 turbocharger assembly that is rated at a maximum boost of 6.0 psi. The kit also includes an open element air filter, intake tubing, exhaust manifold, intercooler, and a fuel management unit. The fuel management unit is installed in series to the ECU and has a connector that plugs into the OBD II port.

I don't know anything about smog regulations in other stats, but if you have any intake that does not have a CARB EO then you will fail your smog check and if possible get a ticket for modified emissions if you where to get pulled over (that being said for California).

I think it is reasonable to assume that CA has the most restrictive smog laws. But I think that CA Air Resources Board is unreasonable to assume that merely because you have modified the emissions controls by replacing the stock intake box with a tubular after-market system, your engine is now illegally high in its emissions.

It is my belief that no CAI, Chamber, or SRI intake can make a significant difference in the engine's emissions. The fact that most of these intake systems do not have CARB Exempt status and stickers that smog testers will accept, is not because they cause pollution, but simply because the makers have not applied for and obtained the exemption from CARB (expensive & time consuming and only necessary for one state as far as I know).

Regarding tickets for modified intakes: you have to make a cop pissed off enough to look for a modified intake. He may or may not give you a ticket for that- probably not. But if you have not connected the crankcase breather tube (the tube right next to the throttle body coolant tube- they are a pair of metal tubes banded together to the right of the engine block) to the new intake with the hose that is provided for that purpose, and instead you have merely put a small filter on that breather tube, your chances of being ticketed are almost guaranteed. Eliminating the breather tube hose with a little filter DOES cause pollution. Blow-by gasses that build up in the crankcase are meant to be burned by feeding back through the intake system. The little filter just lets that pollution go into the open atmosphere.

I have seen enough of these little filters on Bay Area Fits that if I were a CHP or other traffic law enforcement officer, I would look more for the missing breather tube connector hoses than I would look for after-market intakes (some intakes without logos look good enough to pass for factory hardware, and cops can't know the stock design of every car on the road). Once the hood is open, the cop will probably get you for anything illegal that he sees, and the missing breather connector tube will be a clear tip off that this car is a polluter.
