Power surge at 2400

Power surge at 2400

Can anyone suggest what might be happening here? Get back on the gas after a rolling stop, rpms will surge a little then drop to like 1500. There will be very little power until 2400~ rpm, at which point things pick up ... As if you have opened the throttle. I've tried this very slowly uphill, making sure to not adjust the gas, and it is very noticeable how the power delivery changes around 2400rpm.

This is too low for a valve timing or phasing changeover -- I thought. (I thought high cam profile is 4500 or so.) But the vtec system on the GE is Surprisingly complex for such a simple car so perhaps there is something that happens.

Are you up to date on your valve adjustments and plugs?

Low oil can cause VTEC issues but I don't think anything happens at that low an RPM (maybe it does).

Manual or Auto?

Just did plugs. Valves never done. 41k miles, 2012, automatic.
