Which fit is the easiest to tune

Which fit is the easiest and most suitable to be tuned I've seen a lot of modded ones are 2008 1.5L? are 1.3L engine fits any good for modding? Are the 2009 fits any good for tuning

Anything is possible, for Honda’s you have either Hondata (if you have 600-700$ laying around) or you could go old school with a piggyback system. And most of the 2007-08 gd3s are modified with engine swaps (K20’s) because there isn’t much you can do with a baby L series unless you obtain a L15b7 which is turbo from factory.
