When I bought my 2016 the dealer insisted on including wheel locks. Today- flat tire. Go to remove the wheel lock and the key breaks, leaving pieces of the key in the lug nut slots. So- a wheel I can't remove and three more wheel locks I don't have a key for.
My mechanic can fix this- fortunately I could pump up the tire (a screw caused the flat) and drive a few blocks to the mechanic.
My question is- does this happen much? Is there any sort of guaranty or recourse against Honda?

Not very common unless someone goes full send on the wheel locks with an impact before it meshes to its matching pattern. This usually rounds off the lock pattern of the key and/or the splines that embed the lock pattern to the key's 19mm head/body itself.
If you still have the two documentation cards or paperwork that came with the wheel lock key (usually placed in the black pouch on purchase or behind the white plastic in the wheel lock package) then you should be able to get another one from McGard. If not, tire shops like Discount Tire should be able to remove them for the time being or even the local Honda dealer using their master set to match up and remove your existing wheel locks.

Thanks. The dealer where I bought it said they'd fix the problem for $65 but I'd have to tow the car there and it's over ten miles. Closer dealer wanted $160. My local mechanic (I pumped the flat up and drove there with no problem) charged me $65 and that included plugging the tire. He also noticed that another tire had a bulge. So, time to replace the tires. (OEM at almost 40k miles- I'd figured to get another year out of them but it doesn't matter because the next set of tires will last longer than I'll have the car)
