They may. Depends on what's not working and where the parts connected to that come from. It may be tied to a local supplier or just one batch of parts or an assembly issue jn one location or the other. btw, "American built" Fits are manufactured in Mexico. Recalls will either list VINs or specific models or otherwise restrict which cars are affected.
I'm guessing, but I would say that NHTSA monitors all vehicles in the U.S. market, so I'm going to further guess and say that the country of manufacture is not the issue.
Every 2013 Fit sold in the US was built in Japan.
Honda typically has regional recalls. Some campaigns apply only to vehicles manufactured in the US, while others extend to Japan, Mexico, or global markets.
