Unhappy A/C Circ Recirc broke

It's like the switch is backwards now. When I put on outside air it blows a lot.
When on recirc it doesn't blow at all. Cable? I've always thought that switch was too stiff at times. That and the defrost knob.
So, off to the dealer to see if cable or something is wrong with it.
The worst thing I hate about this car is the A/C. It's doesn't blow cold after sitting. Sometimes on short jogs, I arrive before it's cool.

Is this a design flaw or what?
Dealer calls and tells me that the reason my recirc doesn't work or is not blowing as it should is because I have too much stuff in glove box including napkins and a plastic bag from the hardware store. This was blocking or got sucked into the duct "behind" glove box.
$95+ for diagnostics. Not a warranty issue. I'm writing Honda, I've got a problem with how this works. So I should not have my owners manual or anything else in this glove box for fear of it getting sucked up.
Poor design. Just me.
