Interesting. I think the driver behavior mention hit the nail on the head. I've noticed, in VA at least, there are certain sections of 95 north and south bound that are frequently undergoing maintenance. These sections of road often see a fair share of ass heads who aren't content lining up to drive past the off and on ramps in the 2 left lanes, and instead attempt to weave in and out of the merge lane. This behavior causes abrupt breaking, and unsafe lane changes as these goldfish people swoop back into the train of the 2 left lanes (smashing there breaks as they do so, and causing a ripple down the line). I honestly think with all these developments in lane keep assist, and self parking tech, there needs to be a shock collar that drivers wear. Any time they exhibit one of these driving patterns they receive a jolt (similar to the invisible dog fence collars), increasing in severity for each car they pass on the inside. This same tech can be used to shock drivers who cruze in the leftmost lane when there's a clear path to their right that they could otherwise be cruising in.

Less cars
Lower speeds
Less SUV/trucks
Enforce pedestrian right of way in crosswalks/punish drivers who don't give pedestrians right of way
Better bike/pedestrian infrastructure
