Variable Valve Timing RPM

I'm curious, does a 2008 Fit, with 1.5 engine, have a specific RPM the variable valve timing comes into action?
If so, what is that RPM?

Yeah, I have a really sweet intake and you can hear the sound of the secondaries opening between 3500-4000.
