Mod identification please? on front bumper

Hey guys,
I'm looking to buy a white Fit Sport 5 speed. I found one but I have no idea what the heck is on the front bumper.

looks like a fuel cap or something?

And the wheels look like Mugen M7 knockoffs.
Thanks

It does look like a cap thats weird. The only thing down there would be the coolant. Maybe he made an easier way to top off the coolant.

Could be either an engine block heater plug, or some sort of coolant filler receptacle.

Someone's done a DIY-install thread of the block heater somewhere here The same location houses his heater plug. Someone else mounted his on the bumper intake though.

this is a shot in the dark, but on my old trailer, there was a plug that looked just like that, with the hinge door and everything, so the brakes on the trailer would work with my car's brakes. i could see this fit being towed by a motorhome and someone putting that plug right there. total guess.
