high beams come on only when car is started
Hi,
Recently while driving at night, I noticed my high beams would not come on, whether I pushed the lever forward, or did the quick release back, and no high beam indicator light when I tried to turn on high beams. I got the car in January, so this was the first time to try the high beams, though I do recall them working when I tried them while at the car dealership. So I decided to do the redneck repair without testing anything (such as fuse or a relay) and assume both lights needed replacing. I bought a pair of German-manufactured Sylvanias from Autozone, the ones that are 40 bucks.
After what seems forever to replace them as per instruction (left side, removed the wheel, and wheel well liner so I could see what I was doing, which also meant loosening part of the front bumper cover, and then right wheel, and only 4 clips as I now knew what to do and didn't need full view to reach and replace bulb).
I could see a blackness on a vertical wire in the left bulb, but the right bulb looked okay. so I'm not sure if both were bad.
I then tested the lights, running lights came on, then turned low beams on, they came on, but not high beams. I made sure fog lights were on off. I then decided to start the car while parked and tried again, this time the high beams came on, both forward and back as well as the indicator light. Is this the way it's supposed to be? I checked the owners manual, and it didn't mention anything about high beams only come on when car is started. Or does it have something to do with having the brake lever set? I'm not used to new cars, so maybe this is the way it is supposed to work, but I appreciate any replies on this so I can finally say the job is finished if this is normal.

P.S. Just to show the inner fender. All nice and clean as I brought it inside and washed it in the tub.
