Got a 2007 Jazz with an air-con issue. Done loads of searching but can't seem to find a

With it set to '16', the temperature of the air coming out of the vents is around 20 degrees. Set it to "Lo" and it drops massively to about 8-10 degrees (what I would expect).

So basically, the system isn't behaving. Is there a mechanical 'gate' which mixes hot and cold air which could be sticking somewhere in its travel, or is there a thermostat somewhere.
Could the temperature select unit in the dash be at fault?
